1. Children deserve to be protected from abuse and neglect and should feel safe in their environment. 2. Children deserve a permanent place to grow up. The first choice should be with their birth parents. 3. When children do need out of home placement, it should be in the least restrictive, most appropriate setting only for the amount of time necessary to address the needs of the child and/or family. 4. Efforts should be made to keep sibling groups together. Children in placement should not have to experience multiple moves. If a move becomes necessary, it should be planned and the child should be involved as soon as possible. 5. Families and children should be involved in their case planning. Case plans should be based on their strengths and needs, should be culturally sensitive and should strive to instill a sense of self worth, empowerment and individuality. 6. Children and families who are separated from each other may experience loss, grief, behavioral and emotional crisis. Foster parents and staff need to be experts with managing crisis, loss and attachment. 7. Children and families need opportunities to learn new skills. Foster parents and staff need to support and encourage them as they try out the new skills in daily living. 8. Continued learning and growth is a key to professionalism. Foster parents and staff should attend training, read, learn and explore the world of child welfare.
